It is also acknowledged that the response toCouncil’s implementation to FOGO has also had an impact on complaintsreceived by the IOSS. On 8 August 2023 Council resolvedthat the Internal Ombudsman Shared Service (IOSS) conduct a 12-month review ofcustomer service to determine what improvements have been made and where thereare further opportunities. The scope and concept designactivities have been finalised, including costing analysis and valueengineering to ensure that Council obtains the maximum value from the works,and preparation of planning approval documentation for the project. Thenext stage of design development forms the 80% design package which considersthe feedback provided at the Access Local Advisory Group meeting and throughthe 50% design development stage. Council has appointed externalconsultants to provide Architectural design, Project Management and ProjectAssurance services with demonstratable experience and capability tosuccessfully deliver the project.
The Panel does not support the Council Officer’s recommendation for the provision of 2% of new residential gross floor area as affordable housing. Given the proponent’s offer, the Panel recommends that at least 10% of new residential gross floor area on the site be provided as affordable housing in perpetuity. Further, if required, this can be revisited post-exhibition after consultation with the community and relevant government authorities. It could be prejudicial to prescribe a maximum height prior to Council completing its strategic assessment of heights, and it could predetermine an inappropriate development standard for building height in this vicinity. As a territorial authority, the Carterton District Councilis required to manage and enforce the Dog Control Act 1996 (the Act). Under Section 10A of the Act Council must, in respect of each financial year,provide an Annual Report that sets out activities that have been undertaken inrelation to our dog control and practices. A highlight of the exercise was the participation ofCouncil staff in the Tākaihere (Iwi liaison) role. Whānauwellbeing and tikanga Māori were embedded within the emergency responseexercise and provided strong support for welfare needs. We continue to focuson increasing reporting following a lower than usual number of reports over thelast 3 months.

Officers recommendCouncil make use of the alternative provisions in the PAA for our consultationon the future of water services delivery in our district. It is currentlyadministrated by the West Taratahi Hall Association (WTHA). It hasReserve Act status under the Community Building Reserve Category. While council retains ownership of both West Taratahibuildings and land, the community is responsible for the day to day operatingof the Hall. The funding for the upkeep of the hall is obtained throughhiring the hall out, community fundraising, with the opportunity to apply forcommunity grants from the council and other funding providers.
A Planning Proposal provides the opportunity for public benefit through the provision of affordable housing which should be utilised in this instance. The Panel notes the offer of the applicant to provide 10% of apartments as affordable housing for a period of ten (10) years. The Panel appreciates that this is not consistent with Council’s adopted Policy which requires the provision of 15% affordable housing in perpetuity. With regard to 3a, it should be clarified that the Sydney Airport OLS is not an absolute constraint on development and can be exceeded in consultation with the relevant Federal Government authorities. However, removal of the HOB control for the site would create uncertainty in the Planning Proposal assessment process and for the community.
